  1. wow, this is very interesting. I’ve been to Berlin. before the wall came down, years ago, wild place. thank you for this. have mixed feelings about whether owners should have to be licensed. Hmmmmm… I’d rather a license than bans though.

  2. It doesn’t seem fair that responsible pet owners who raise their pets correctly should have to get licensed,,,but I would support licensing, and possibly even bans, for people who have already created “problem” pets. They are obviously having terrible issues with aggresive dogs and cannot just ignore the problem. People who will not take the time to responsibly raise their pets show that they have no regard for the rest of society they live among.

I like the theory – and it could not only hold the key to curbing aggressive dogs, but also to our over population issue here stateside. The time it takes to get a license makes it time to consider whether to get that pup, if they’re really ready. No ore snap purchasing. I like the idea that those who pass the test have a higher degree of freedom as to where they can go and what they can do with their dogs…BUT…I also think it would be difficult to implement, tough to enforce and likely costly.

  4. I dunno that something like that would work here in the US, but if it curbs problematic dogs and stops indiscriminate breeding, I say go for it!
